John Deere 4115 3ph is stuck in the up position

My 3ph is stuck in the up position. I worked the lever to lower it and there is no response. It has been in this position for 9 months. Is there something silly I am missing? My first thoughts are the lock valve? Where is it located? Hydraulic filter clogged? Where is it? Needs more hydraulic fluid?
Any help would be appreciated.

If it has valve to lock it most likely between your legs under the seat so you can reach down to adjust it while seated.
You are sure the lift lever is working the linkage (may need someone to work the lever while you watch)?
Would think low fluid or clogged filter would only be issue on lilfting it when it needs oil pressure.
Just wondering did you use the tractor in any manner such as with rear blade there the lift was pushed up to it's range limit and maybe some damage done. Even possible dropping off of a pile of dirt with rear mower or blade where the weight of the tractor came down hard on the lift system?
Would think if such happened you would have been jointed right hard. ....

As KT says, the most common reason for this problem is the rate-of-drop knob positioned under the front of the drivers seat. If that is turned all the way one direction it can keep the 3ph from dropping at all (although it seems maybe a bit unusual for it not to leak down after 9 months).
Anyway, this is the first thing to check if you haven't. ....

I did see that knob underneath the seat, on the floorboard that says open, close, fast, slow. I will try that again now that I know what it is. I do not think it is damaged from a hard hit. The Last time I used it was releasing the mower deck off of the Ez 3ph hitch. Once I released the deck I just raised it and left it. The linkage works fine and the pin spins when I raise the yellow spin button. I just can't get the 3ph down. Crazy. Can they freeze up? Maybe penetrating oil? When I do activate the lever on my right side to raise and lower it there does not seem to be any engagement. any other ideas? I appreciate you guys! ....

The lever usually has to make a 90 degree turn to go in through the side of the transmission / differential housing. Often that is accomplished by merely bolting the lever into the end of the shaft.
If this bolt (or another in the linkage) works it's way loose the connection between the two is lost and you get exactly the symptoms you are describing.
Sometimes the easiest way to diagnose it is to get a helper to sit in the operators seat and with the tractor shut OFF and the parking brake set, have them move the 3pth control lever while you watch the linkage from below. . The problem should become obvious.
