I have a TC40D that wants to sometimes keep moving until I play with the forward &reverse peddles. Sometimes it will start moving after I get off. Has anyone ever had this happen?

I assume you have a hydrostatic transmission? I wouldn't worry about it unless you're working on the tractor when it's running, in which case set the parking brake and/or block the wheels. My tractor inches forward or back depending on how the pedal is jiggled. It's only really annoying when I'm putting chains on for winter or trying to line up an attachment.

If it always creeps one way or the other, there's probably a detent for neutral that can be adjusted. ....

Your neutral sensor is out of wack

If you don't have a service manual...you'll need to get one...or just contact your local dealer...they should be able to fix it in a day...if they have the parts in stock

I have 4756 hrs on it. I am thinking there has to be a connection between the shaft that the pedals operate and transmision that is worn and has too much slack! ....

Quick search found many TC40D owners have had the same problem but I didn't find one solution. May be time to get the service manual that describes how to correct neutral creep. Creep can be resolved by linkage adjustment or it may be the result of wear. Considering the hours on your tractor, I would not rule out wear. I infer from a comment that creep resulted in an accident so I suggest getting a copy of the service manual or maybe your dealer can give advice. ....

I hate to sound like a wise-guy, but in every operator's manual I've ever read there is a warning.

In the case of a TC40 it can be found in the very front of the manual under the heading "Safety - Precautionary Statements", under the subtitle "Operating the Tractor" it says "5. Before getting off the tractor, disengage the PTO, turn the engine off, and apply the parking brake...."

Especially on a hydro-drive unit the parking brake is an important feature that I rarely see used. This is exactly the reason it's so important.

I know the problem is either slack between the pedal shaft and the connection to the transmission or something inside.
