I am trying to decide if I should buy a three point spike for mmoving round bales with this little tractor. I tried to use the FEL and it want lift a bale. Is the rear three point hitch any more powerful? Can it lift a heavy round bale. I can load the front bucket to balance the load it it will handle it.

I'm no expert, but round bales vary a lot in weight and can weight up to 1600+ lbs dry (a lot more wet). There's no way to do a big one on your loader. Usually 3-points can lift quite a bit more. The 3-point *might* do it with proper ballasting, you might look up the lift capacity in your manual (sorry, I don't have the specs handy). ....

The two important points in there for me are, a) as a rule of thumb the 3pth is usually a LOT stronger than the FEL in terms of lift, and b) any load being carried on the 3pth is going to be a LOT steadier than the same load on the FEL while you are moving.
It is one thing to lift something with the FEL, but it is a whole different beast when it comes to driving around carrying it.
The other factor that enters into this equation is my favourite pet peeve, that is 'facts' or 'specifications' given in (to put it politely) a rather 'optimistic' manner.
The weight a typical FEL is 'rated' to lift is often given at either the wrist pins themselves, or close to it. A bulky object like a round bale will have it's weight centered about 2' or 3' further out, this will dramatically reduce the amount the FEL can lift.

I have the specs in front of me.
Your 790 is rated to lift 815 pounds on the 3 point.
By way of comparision, my 4115 is reated to lift 1150 pounds and it will do that, but not is the weight is extended way out behind the linkage as it would be when hauling round bales.
I dont think you are going to find a round bale in that 815 pound window. Could be wrong.

owning a 790 my self and growing up on a farm when i was a teenager I KNOW THE 790 would not be up to the task !!
1. the lifting capacity is insufficient.unless the moisture content is at 2% (dust)
2. the wheel base is to short and narrow with ag tires i have r4's
3. the BRAKES nor engine compression is sufficient for any road travel and you never get done in low range (unsafe)
how ever the 990 would be the safe bet ....
