When using any impliment (clam bucket, backhoe, downriggers), the engine rpm drops almost to the point of stalling. Changed hydrolic fluid and filter with no effect. Power seems to be the same, but has to build up. Any suggestions? Am I missing some filter or clogged vent or overflow?

Not exactly sure what your third sentence is saying but check hoses for obstructions, especially if there are quick-connects (can get dislodged). Otherwise, Cat. service manuals are pretty good. ....

Sounds like a hydraulic control valve is stuck and causing a restriction, or a relief valve is stuck closed. If you rev the engine or keep doing this chances are you'll blow a pump apart or a hydraulic line. The engine is leeting you something isn't right.
OR, the engine can't make enough power dues to fuel starvation (clogged strainer/filter) or air cleaner is clogged, or the vent cap on the fuel tank is clogged.
I have found that in the humid south diesel filters get a greensih white snot-like substance that grows in the sediment bowl and literally clogs the filter. It's bacteria. Carb cleaner will generally kill it and washes it out pretty well. ....

The engine lugging down is a sign the hydraulics are dead-heading.
I'd be looking at the control and relief valves.
It's possible there's an obstruction in the return line, but a big machine like that would either blow the obstruction or the line before long, so I doubt that's the problem.

Not too long ago, I read about a similar problem in some big production equipment. The full-time repair crew spent over $100,000 replacing pumps, accumulators, relief valves, etc. After all that, the problem was still there. The engines were bogging down almost to the point of stalling.
The factory then hired a professional hydraulics repairman to come in and survey the situation. His first task was look at the engine maintenance. After replacing the engine's fuel and air filters, the system was up and running again. Total cost for the parts was under 300 dollars. His service fees and travel expenses were in the thousands.
If your fuel is old....been sitting in the tank a while......completely drain the old fuel. If there is even the smallest amount of water in it, a bacteria will grow and plug the fuel system almost entirely.
Replace your fuel filter. While you're at it, drain all remaining fuel from the system fuel lines.
Check the air cleaner housing for mice, insect nests, etc. Replace the air filter.
Add fresh fuel and prime the fuel system. Total cost will be under 50 dollars.
Bottom line......do the simple things first. You might save yourself a pile of time, money, and trouble.
