To the best of my knowledge, when you buy a gear type tranny you generally get a PTO that stops when you push in the clutch.
Some have two stage clutches that allow for a gear change without stopping the PTO, but I don't think Little Blue Tractors have that feature.
When you get an HST you generally get a "live" or "continuous" PTO. ....

If it's TX driven, a mower will slow down when the clutch is used. It's more of a problem for snow-blower chutes that will clog than for mowing. Virtually all newer TX driven PTO's have built-in over-running clutches. You hear stories about large mowers on some old Fords pushing the tractor forward even when the clutch is in. That doesn't happen on newer tractors. ....

For gear drive tranys there is a two stage clutch.
For hydros there is only a single stage.
They are not independent. ....

I am assuming you are going with the hydro unit. Most of the time you will not need to use the brake. The hydro acts like a brake. The only time you will probably use the brake is for parking. ....

NO that is not a design flaw. If the brake were on the other side it would be very hard to operate the hydro and the clutch at the same time which some times is necessary for some implements. ....

With the brake pedals located above the hydro pedal you can pretty much write off the ability to use turning brakes. They're not used often but when they list it as a feature it should be usable. This is one problem an electric pto clutch solves nicely. ....

I have not looked at the lit. lately but I do not think that they list the dual brakes as a feature on the small tractors like that. But I may be wrong? Most times as stated you will not need them any way those tractors have a very nice turning radius. ....

Curious, I haven't looked at the TC21/24DAs, do they have a split brake pedal? ....

yes they do but the reasoning for them is that it is cheaper to continue to use the same design that they have been for 15 plus years than change it to a single pedal. When you get the gear tranny it is possible to use the dual pedals easier but again mostly unnecessary. You can also use them with the hydro by using a heal to method by using your heal to push the hydro and the to of your foot to push the brake. Pic 5 is a TC24da but it is of the other side where the clutch is. ....

I was thinking back wards. They are independent but not live. They will stop with the clutch. Sorry I some times get confused with the thousands of terms I should know. ....
