I have a 2009 3032e with 400 hrs on it and I bought it with 375 hrs .This is the first time I have used a box blade with it . when I raise it up the hyd pump kicks in and raises it up about every 5-7 sec. is this normal?

This seems to be the fact on john deere tractors, I have a 1999 jd 4500 compact that does this as well I don't know if this is by design or not. I have seen that others have asked the same question on this site. If any one had given the reason - I had missed it ....

I don't think my tractor does that. Sounds like you have a leak in your system.

I was thinking about controls you have on your lift. Some have a setting where it keeps a plow at a certain depth in the ground. This may be right beside the lever that controls your box scrape, and is called Draft Control ,shallow or deep position. Moving this lever should stop your tractor from doing this.

Some random questions:
Does it do this at all rpms?
Have you checked the hyd oil level since it began doing this?
Any idea when the hyd oil or filter have been changed?
Is the box blade heavier or lighter than what you have been using?

If it has draft control as gaspur mentioned do check it as he mentioned. ....

the box blade is a 54inch land pride that is 400lbs. running abut 1200 rpms setting and then when I am running around1500 t0 1700 I can feel the pump kick in . I have only had the tractor for about 30 hrs. and the hyd. fluid is full and appears clean ,not dirty . It only has one control to raise and lower . Thanks ....

So your unit doesn't have a draft control lever. Somewhere there is a control that regulates the speed of the 3 point hitch. On the similar size Kubota's it is a round knob under your knees in front of the seat. Turn this to change the lift and drop times to see if that changes anything. ....

One other question, you say it raises it up every 5 - 7 seconds. So is it really dropping or just pressure sort of kicking it.

If it really is dropping it seems you have a leaking cylinder or control valve. If that is it then would need to decide if worth tearing down to repair or just annoying.

My guess is the reason you feel it at higher rpms if the pressure is probably higher make it jump and shake the tractor where you notice it. I doubt any company designs a lift to do this on purpose.

If the box blade is not really dropping my guese is may be a relief valve needs adjusting. ....
