Kubota L3600 w/bucket and 6' finishing mower/the bucket works fine and was using the mower when i raised the mower i could not get it to go back down.

No Kubota expert here but most tractors have a "rate of drop" adjustment knob below the seat somewhere. Have you checked it? If it is closed off the 3 point won't drop very fast at all.

From memory, the 3pth control lever is attached to the pivoting rod that goes through the transmission case with a single bolt, if it comes loose the lever will move but not the actual rod that makes the 3pth go up & down.
