I bought a 1994 F725 with 380 hours on it. I noticed the radiator overflow tank coolant level doesn't change when I am mowing and the engine is warmed up. The radiator is full and the tank is at the right level. Shouldn't the coolant level fluctuate when the engine warms and cools?

Not if everything is working properly and you aren't over-dooing it.
The purpose of the tank is, as the name suggests, to hold onto any coolant that escapes during an overheat, and hold it until cooling causes enough vacuum in the system to put it back where it belongs.
The only time the level will go up is if the system boils over, and the only time it should go down is if the rad. is low and the cool down after running pulls some in.

Not sure if that cooling system works like an auto but if the cooling system never gets to the required overflow pressure (controlled by the radiator cap) it won't fluctuate. Does it have a water temperature gauge on it? Is it getting hot? ....
