All PTOs have power-up, but how common/rare is power-down on compacts? I happened upon one odd-ball brand (forgot which one) with it but haven't heard of it otherwise. Is it available?

I think you mean power down of the 3-point hitch, not the PTO. PTO's however can be one direction or the other.

If you meant the 3-pt, it may have been an aftermarket set-up. Some aftermarket PHD offer a power down option. ....

I don't know of any compact tractors that have it, but one of the older garden tractors, can't remember which had it, and the Belarus and Zetor line of bigger farm tractors have the option of down pressure on the 3pth.
