I'd look for replacements off the shelf first. If there's a bearing/seal shop you can get to, bring the old ones in for a matchup. Or provide the details to a mail-order firm.

Would have thought tillers are pretty simple to need a manual for. ....

Many bearings are industy standards and can often be found in most major auto parts stores. They do have numbers on the bearings. Again most do. ....
