We tried a new pump and a new bypass valve, and are using
sae30 non detergent
We have very little powersteering...must be moving to turn the tires
We have very little power in the 3pt hitch and the hydraulics wont lift the front end loader....
Need help as to what to check next...know very little about belarus

Did his just suddenly occur or has it been getting worse as time goes on?
If it's sudden, there's two likely causes.
First, relief valve stuck open. If it has a FEL look at the relief valve in the loader control first, then the system one.
Second, pump failure of some form, rare but it happens, could even be as simple as a key broke or fell out of the pump input shaft coupling.
Bottom line is you need to put a pressure gauge into the system somewhere and see a) what the pressure is with the system just running idle, and b0 what happens when you call for load (steering, 3pth, etc.0 does it spike then fall off, just fall off, no pressure at all?

"SAE 30" sounds to me like motor oil rather than hydraulic fluid but I'm no expert. ....
