My D-17 series IV has snap coupler hook up. tractor has not been in farming for 20 yrs, but I have restored and start and run monthly. Recently bought a plow and can't get lift arms to go down with tractor running and when I start it raises on it's own. I've checked all the linkage and the pins are all free to move and turn. I assume it's something with the traction booster. Anyone know what to try to fix it?

Not familiar with your tractor, but there should be a knob underneath your tractor seat somewhere. By turning it open (counter-clockwise) you should be opening the return flow allowing the hitch to go down. The further "open" the faster the hitch will travel downward.
Sounds like it is currently almost entirely snubbed off, not letting it go down. ....
