I put the bucket up as high as it would go on my Kobelco SK 015 excavator ( made in 1993). Turned the engine off. After 1 hr. 10 minutes the bucket was on the ground. (engine off)
Is this normal?

Normal? Yes for seals to deteriorate after two decades of hard service. No for a new machine -- or for one that had its cylinders and/or controller recently rebuilt. They hold up for a long time, but they're still a wear item.
The internal leak is not so bad now that it's an immediate must-do. It's like when to re-roof your house. If you can't see it leaking you can wait a year or two, but when it's convenient you might as well get it done.
A hydraulics guy can test for where the main internal leak is, and you can get just that done, or you can get them all resealed in one go.

Skip no idea on your machine but some will have (no idea if correct name but what I learned them as)a holding valve that would take the load of holding such just in case of failure while load was in the air. I have seen Teflon tape cause those to stick open.
I would have it checked, soon or later you will end up with a load suspended you don't want dropping. ....

Absolutely. If something breaks or blows while there's a heavy load up and someone under, ....
They are in fact generally termed holding valves or latches, and sometimes things like load-holding, load-lock, brake valves or latches, etc.
