TC40D rough idlesurging

I recently starting working for a public works department and they have a New Holland TC40D with 500 hours on it. They purchased it new. From the first day it has had a rough idle, it surges between 800 and 900 rpms constantly. They have even had it back in the shop when it was under warranty but they said the problem was never fixed. I guess they don't care about it but it bugs me. Otherwise it is an awesome tractor. Does anyone know what the idle rpm's should be and what might be causing the rough idle?? TC40D have a tendancy to surge at idle and yes idle should be around 900rpm ....

Often the rough idle is low cetane rating. I would try adding some booster to the diesel and see what happens. ....
