My tractor was not running right , was not taking on fuel. I looked at the filter and it looked really bad. Need to move the tractor so I removed the filter and cleaned it the best I could. With the filter put back in place I tried bleeding the system but couldn't get it started. Looking at the filter I see no fuel entering the filter. Should fuel be flowing in to the filter unit? with the filter off should fuel be flowing when I have the fuel valve open?

If the filter was dirty the dirt got there via the fuel tank first. It’s likely the outflow from the tank and / fuel lines are clogged too.

Have a good look at everything and (carefully) give the fuel line a puff of compressed air to see that it bubbles back to the tank.
