I just bought this tractor and i have never owned a tractor before so i am hoping you guys can answer a few questions for me.
1. The guy i bought it from told me to run at about 2700rpm, but i read in the manual to not over rev the engine then it goes on to say that the range is more like 1500rpm. So what is the right rpm for a tractor? Or specifically my tractor?
2. Can somebody tell me the HP of this model?
3. Can i put a loader on it? If so what do i need to know to get one?

This is all guesses.
It's a grey-market model with a makeshift manual in English that should not necessarily be trusted and is evidently incomplete. Diesels have a narrow working range, and with a little experience you can feel and hear if it's unnecessarily fast or lugging too slow. If there's a redline on the tach you can work it at around 90% of that.
Around 16 under the hood, 14 at the PTO.
Sure, and you'll love it. But new with shipping and installation it will cost near what you paid for the tractor, has to be the right dimensions, and should be installed professionally. Search FRONT END LOADERS + TRACTOR for maker names, and email them for details of what they have for your tractor. Or if you have a good nearby tractor shop, they can do it. ....

If it shows the engine rpms for 540 PTO rpms it is built to run there for hours. But does not mean you need to run it that high if not needed. Once reason you do run high engine RPMs is to have the pto running the necessary speed for such as mowers. For such as any mower you run the engine at speed to keep the cutters at their speed and use the gear you need for ground speed.

It is not a US model. Used loaders come up once in a while. i one for sale for a S372, but it probably is a little short for your tractor. ....

This information is from my "Instruction Book" that came with the tractor. Publication No. M-1
On page 11 this is the paragraph for....
"THROTTLE LEVER
When the throttle lever is pulled fully toward the operator, the engine speed reaches the maximum of 2,900 rpm. The rated speed of the engine model K3A is 2,700 rpm. This engine speed is not only the most appropriate one to get the longest service life from your tractor but also the most economical one. It is the best therefore, to run the engine at the rate of 2,700 rpm."
This is specs as related to the PTO, page 60.
"POWER TAKE OFF
Power take off shaft....... 1-3/8 6 spline SAE standard
PTO Horse power............ 13.6 Hp/2,700 engine rpm
PTO Shaft speed............ 565 rpm, 832 rpm, 1364 rpm/2,700 rpm
Standard PTO speed (L)..... 540 rpm/2,580 engine rpm
(H)..... 1,000 rpm/1,979 engine rpm
Direction of rotation...... Clockwise as viewed from the rear"
