I'd estimate $7500 as a good buy. ....

More important questions are how was it serviced and used. Unless your brother lives next to the owner it's hard to find out.
Next is whether the hour-meter's accurate. Is there a zero in front of the three digits -- or might it have gone all the way around umpteen times? Does the tire wear match the claimed hours?
Minor point: some hour-meters record how long the key was on, others the time the engine runs at full speed; that is, at idle the meter advances at about one-third the full rate.
A typical hobbyist with a big property, lots of attachments, and no lawn service runs it 100 hrs/yr. Others just park it on their drive and admire it. Commercial users could be 12 hrs/day. ....

A lot of good points. But based on its condition they seem like real hours. The Original Tires have about 1/half inch of nobbs on them still. That seems like a high price you said it was worth. I did buy it for $ 5000 But thank you for evaluating it for me.
