I have changed the fluid 4 times over the past year. The oil comes out cloudy. I used to park it outside but have kept it inside for the last 2 years. The only way to clean the "strainer" is to drain the fluid. Has any one had any luck with flushig the system? I would love to put a spin on filter in line but no good spot. Any suggestions?

You don't say why you're changing it so I assume it's because of the appearance.
Milkiness indicates water in the fluid. It can get there through condensation or rain. Water in quantity is harmful, but even a tiny and harmless amount can cloud up the system. It can take multiple flushings to get the last bit because you never get all the fluid out in a draining.
Cleaning the internal filter is irrelevant unless you're finding particulates in it. (Maybe you are; your heading about the screen clogging is not clear, but solids are another matter.) You could get an add-on spin-on filter housing and replacement hoses, and find some place to mount it, but that won't help the fluid's appearance.
That fluid is costly and should be good for 500 hrs or so, so you can do this. Fit a hose or tap to the very bottom of a large clean container. (Maybe some place you can buy one but I don't know where.) Drain into that. You may need to dig a pit for the container, or get your rig on a hoist or up on blocks. Let the fluid sit for at least a day, drain the water out the bottom (I bet there won't be much), and put back in.
Or do the quick-and-dirty version: after every longish rest period, drain a glassfull out the lowest drain-hole. Repeat until the milk's gone. ....

I am changing it because my fel or 3 point works very slowly. The fel jerks as is comes up like the pump is cavitating. I change the fluid &clean the strainer and it works great. I only see very small white go on the strainer. I will try the container and let the water settle to the bottom,good idea.

I'm a bit concerned about your situation. You shouldn't have this problem after changing the hydraulic fluid.
Most tractors have several drain points in the hydraulic fluid system. I'm wondering if you've been draining all of them?
It just sounds to me as though maybe you've been draining only a small portion of the contaminated hydraulic fluid with each servicing.
Without more information, this is probably where I'd start. Check the service manual for a complete list and description of each of the various drain ports.
