where would the best place be to get a manual for my D1600, I finally got it home but it is going to need a little work and I do not know where to start.

Since nobody's replied, I'll suggest some options. First, there may be various manuals (e.g., engine, parts, service, owners).
If you can find an English-speaking country that Mitsu exported this model to, you can order one from a dealer there.
You can get one in Japanese from a Japanese dealer, and rely on pictures or get a translator.
There may be stateside dealers in grey-market Mitsus who have devised a work-around manual.
If there's a Stateside export model that's similar to yours, the manual for it may be close enough. ....

Reading your post it looks like you may have mention the tractor here before now so my question may make no sense but how about where you got the tractor from, any help there? ....

no help there the guy who had it did not have a manual, he said it was running when he parked it about 3 years ago, I can not get the pto shift lever to move and the gear shift lever will only go in Reverse and first. I have not put a battery in it yet to see if it will crank, the oil does not have any signs of water in it. He said it had antifreeze in it when parked. ....
