decompression lever stuck

Greetings. Trying to start my belarus 310. Haven't had it going in a while. I can spin the starter, but it won't engage the engine as if the decompression lever is out. I had to force it, but it did seem to go all the way forward. Still acts like it's pulled out. I'm going to see if I can get the lever to move freely back and forth, but any other ideas?

Well - if it's like the decompression systems I'm familiar with, that lever is connected to a linkage. The linkage in turn is connected to a bracket on the backside of the valve cover. That bracket is connected to a shaft that goes inside the valve cover, and depresses half of the valve stems when you turn the handle from the operator seat.
First you should see if any of the linkage got stuck somehow. If that's not the problem, the shaft may be stuck in the open position - and may just need a little exercise. Open the hood, locate the valve cover bracket, use the bracket to try and free the shaft.
If that doesn't work, you might have to pull the valve cover

Is it out or not? By "as if the decomp lever were out" do you mean that it just won't start, or that it spins at the no-compression speed, proving that the lever is out? ....
