Sears Garden Tractor Clutch Problem

I was just helping a neighbor with a 24 hp Sears Garden tractor(I know this is a little outside the area of this board). The wires that power the electric clutch for the mower deck are torn off. It looks like the whole clutch is turning. I ran a jumper to the clutch. It seems to work fine. I am not sure why the entire clutch body wants to turn. I don't see where there is a spring or anything to keep it from turning. Does anybody have any thoughts on this?

I'm far from a small engine mechanic, but as far as I know there are two types of ends on the crankshaft, tapered and keyed. If the engine you are looking at has a tapered shaft and the bolt that goes up the center of the shaft has loosened off, it will allow the whole unit to spin. Likewise, if the key has sheared off there is little to keep the back half of the clutch from spinning.
