I purchase the seals and replace the ones that were missing. It took less than 15 minutes to remove the cylinder and replace it.
It took about 10 minutes for the seal removal and replacement and about 5 minutes for grinding the shaft. However, getting the shaft back into the cylinder was a little bit overwhelming. I place it on the edge of my truck bed and took a 2x4 and placed on the shaft and used a 3 pound hammer to force it into the cylinder. In all less than 30 minutes.
Works better than new, I couldn't believe that it didn't last more than 160 hours of tractor use.

This was very good detail. Interesting it did not have any of the seals on it. Must have been part of shift change when being built. kt ....

I have just discovered the exact problem on my Nortrac NT254 power steering. The blue pressure seals items 1+7 missing inside my power steering actuator. Same weak steering symptoms. I purchased a seal kit same as shown in your pics. Problem is the blue seals are loose when installed on piston. Surely they should be a snugg fit on the piston. I can not see me getting them inside the cylinder. They appear one size to large. ....

It has been over two years since I replaced the seals and they still work pretty good. I also have other pictures located on this site, which involve the replacing parts inside the PTO housing. It seems as though the hydraulic oil and condensate will mix well until the water collects at the bottom if the housing. The control valves that lift the implements will rust and get stuck inside the directional valve block. Check it out. ....

That's a great tip ref the PTO and control valve. I will put it on my too do list. I have only had this machine 3wks. It's a 2002 model. Several problems to sort out plus full service. ....

This is really interesting. We bought a NT204C with extremely low hours on it just a few years ago. And ever since the first drive on the road the steering was bad and getting worse when the oil was getting warm. Really horrible in summer. Now. I tackled this project right now and found this subject here.
So - I took my cylinder apart and guess what - same picture: No seals, absollutely identical.
I plugged all hydr. hoses and the steering wheel does not move anymore. So - I guess - when I add (can't say replace) the missing seals, everything should be working fine (not even again). Power Steering Rebuild Kit is ordered and should be here in a few days.
