3-point hitch problem

I have a 1998 Model 1925 New Holland Boomer. The 3-point hitch will not lower. It appears to be stuck in the upright position. Any suggestions? thanks!

Yes, try turning it a bit away from the turtle direction toward the rabbit direction. ....
