I am looking at a BX22 with and extra set of turf tires, a 54"" MMM and the Kabota grass catcher for $18,800. Is that a fair price?

Yes, that sounds like a good deal. If you subtract the extras and the T/L/B comes in in the $15K range you are doing very well I think. ....
