4720 fuel filter started leaking fuel and couldn't be tightened up to stop it. New filter all OK.
It was leaking at the water drain cock. Is this meant as a bypass for a clogged filter? Seems far fetched, but you never know.

If you are referring to a drain cock on the bottom of the fuel filter bowl; it is intended to drain/purge water and sediment as well as aid the priming of the filter with fuel. ....
