I just found out that Ohio has a tax form you can file for getting back taxes that were illegally paid.
Charging road tax on fuel being used of road is an illegally paid tax.
This being the case there is no reason for anybody in OHIO using fuel off road to pay the higher on road fuel prices.

Also, in most states there is a qualifying provisio.
Basically they will only refund IF, and ONLY IF;
- you are a registered TEFU (Tax Exempt Fuel User),
- Dyed fuel is "not reasonably available", IE there is no place within 35 miles to buy it,
- there is a good reason (IE, it's illegal, zoning, fire hazard, etc.) why a bulk tank cannot be installed and used.
If all that isn't a good enough road block (pun fully intended) there is then the beauracracy itself. Some place require notarized statements, etc., on top of the forms themselves.
Unless you burn a LOT of fuel it's hardly worth it, in most cases it isn't.
