1971 Case 1070 Starter Replacement

I am having troubles removing the starter. I have taken off the bolts but it still will not come loose. Is there something special that I am not seeing that needs adjustments as well? Thanks for any ideas that you may be able to share.

A big guess on this end but suspect there is a bolt from underneath or behind it you are missing. Unless it is rusted in place. ....

I owned two Case 1070 tractors for several years but never had to remove a starter. If you are sure all the bolts are out then my guess is there is a gasket between the starter base and the flywheel housing if this is a power shift model that is stuck tight. The flywheels on power shift models have transmission fluid in the flywheel housing so a gasket would be needed under the base of the starter.
