TC35 16LA Loader surge Help

I have a 2004 TC35 (NOT HST) (500Hr on it) with a 16LA loader.
The loader has started to surge or rase about 3-4 in then stop then go 3-4 more to full hight, fluid is full, filter chaged about 1 mon ago. Where is a good place to start looking for the problem?

Correct if wrong. When the RPMs are up, even with a load in the bucket, the raise-lower arms spontaneously raise when you're not touching the controller, which is a single joy-stick with four quick-connects feeding it. ....

Could be the wrong fluid which is aerated or foamed. Air could be in the cylinders. When the air compresses and pressure overcomes friction in the cylinders that's when it jumps.

But, if that's not the case then the pump is shot---my experience. ....

It is a single stick but the loader works like it should it just slow and jumps when your useing picks up the same amount. It like it's starving the pump for fluid, and it does have the right fluid in it. I was just using it and now have a new problem I boke something in the left front axle so I now have a 2WD TC35 with a surgeing FEL. I can fix the axel, but the loader I don't know about. ....

Is there a strainer I can change or is the filter (has a new filter on it) the only thing to change? I still think I'm getting air in the system or the fluid intake is stopped up. ....
