The lever on the side of the trans moves up,but no 4 wd. The cable operated clutch on the driveshaft;that is only for locking the 4wd,correct? Could the problem be there?

I don't know your tractor but have you looked to be sure the shaft is moving as you work the lever? Could there be a pin or bolt missing that works the shaft? ....
