remove the starter and give the flywheel teeth a visual . see if the edges of they teeth are sharp. as a retired automotive Electrician & starter & Alternator builder we used to have the same problem on some staters, mostly off road heavy equipment like dozers,loaders & semi tractors.when teeth sharp from wear the teeth will have hold of the starter drive and not release it which keeps the starter engaged. this will also cause the starter to run at engine RPM and it will sling all the armature leads out of the commutator, then the starter will be a total loss.if sharp,a file in between each tooth will cure the problem to remove any sharp edges. if the starter drive spins freely by hand,the drive should also be replaced
