Generally pedals pivot on a transverse shaft that needs to move freely, usually by pumping grease in the zerks and/or squirting oil. If that's the issue and it's that bad, it would be worth it to remove and clean the shaft if you can. For a quick-and-dirty solution, attach bicycle clips to the pedals so you can toe up as well as down. ....

hi and thanks for quick response.
as you had said, i have greased all the spots that there is and still no luck!! i took off the top plate and exposed the shaft and can see it looks like it might be bent just a little bit,(i have no clue how it could of got bent) i guess i will take it apart and inspect and clean it. unless someone has a better idea? (does not look like to much fun taking it a part) i will repost my progress. thanks so much! ....

If a tight-fitting shaft is slightly bent, it will likely bind, and even if you disassemble it, it can be hard to restore to perfectly straight without a metal lathe.
If you can tell which shaft support is binding where (try working a metal shim between the shaft and the support) you could grind and pry the support slightly open to give the shaft a little clearance. The broken or split support might be strong enough to hold the shaft as is, or you could attach a repair piece over the break.
Or relocating the supports might work if you can do that. Or if you get it apart and can see marks showing where the shaft is binding, lower the high spots with emory cloth. ....

Hate to ask a simple question. BUT is the clutch return spring there? Is it stiff enough to do the job? ....
