I am trying to identify a tiller my neighbor has. It appears to be Japanese and was converted by someone to 3 point. It is light blue and has E136S on it. I can't find a manufacturer anywhere. Does anyone know who might be the manufacturer and if there is anywhere to get parts for it. Any help is appreciated.

The manufacturer is likely immaterial since if it wasn't sold commercially here, there's little chance anybody will have parts for it either.
However, all is not lost, it is quite common to use 'off the shelf' parts in these things. If you take the part needed to a good-sized Ag dealer they can likely set you up with something that will work.
Best of luck. ....
