Woods XT 160 Wheel turning problem

I bought a used Woods XT 160 Bush Hog. The mower works good except the rear wheel does not pivot very well and tends to drag around corners. The wheel pivots freely if moving it by hand, so I'm sure the shafts not bent. What could be the problem?

Take a look at the A- frame that holds the tail wheel. Is it slightly twisted or warped? If it is, you may be able to straighten it with a little heat and hammer. Also,be advised that they like plenty of grease. Also, there usally is a washer that the tail wheel pivots on between the tail wheel (king pin) shaft and A-frame. If it was removed or never installed(a common problem) the tail wheel will stick under load. Also try to raise the rear of the cutter to the next adjustment level to put more pressure on the wheel. ....
