790 Electrical Problem

I have a JD 790 with an electrical issue. I have full voltage to the ignition switch but it drops to below 1 volt when switched on. I have ensured that ground is good and I have thouroughly cleaned all connections, etc. I cannot get voltage to the fuse block. What am I missing? Is there some kind of fusable link or something?

There should be a fusible link at the starter. On the same post that the battery cable attaches, another wire attaches also that has two connectors within a foot of that terminal. The section of wire between those two connectors is the fusible link. If all connections are clean and tight, this is a good possibility. ....
