More than likely you either have blown the seal in the piston. Or
The control valve is stuck in the close position. It looks like a nickle stuck on the end of a shaft. It is located on the right side of the mechanism which looks like a rectangle square.
The tractor hydraulic reservoir collects water buildup from the hydraulic fluid getting hot, then the condensation collects to the bottom and covers the control value which had rust inside of the housing where the valve moves in out to let the fluid move into the cylinder which lifts the implement. It the control valve is stuck it will not let the spring, which is on the other side push it back out.
If you can get a large screwdriver and place it down to the valve you may force it open.
Take the seat off and remove the cover, remove the fluid and looked inside where you see the outside control handles move the inside of the control valve using the mechanical bars that push the valve in and a spring pushes it out.
It is probably stuck if not, you will need to use an air hose to blow out the piston to see if the seal is blown.
This is will take you quite awhile to figure out to remove everything. I would take pictures with each motion to make sure everything goes back correctly.
I have placed pictures on this site if you look back you will see where everything is located in the reservoir box.
Hope that helps.
If you don't have a manual, you can find online manual. ....

i looked back and couldnt find the pictures u talked about, what i did do was to loosen the hydralic in going to the block beside the lift lower lever with the tractor running to see if it had pressure. when i loosened the bolt fluid did come out but not like the high pressure u would think, maybe i just think it should be more thank u ....

I am having the same problem, the 3 point hitch will not lift. took the back plate of the distribution valve off and a sher pin in it had broken half into. that valve is the oblong block on the right side of the seat with the activation handle attached to it, the part where the handle attaches to the valve assembly is where the pin broke. can't find the pin may have to buy the entire valve assembly. Don't know if what I said will help but that's my problem. Unless some one knows where to get the pin. the posted diagram show the pin as #29.
