I'm not sure if 'range' refers to a two speed PTO or to transmission ranges. If it's transmission ranges PTO speed is independent of transmission speed on almost all tractors. Implements are designed for a specific PTO speed, which is determined by engine RPM. Engine RPM is set so the implement works well, and then a transmission gear is selected that gives a comfortable ground speed. If it were me, I'd increase the engine rpm until the mower was cutting OK at fairly slow ground speeds and then find a gear that feels comfortable. Running an implement slower doesn't hurt it, but it may not work as well. PTO speeds for most tractors are fairly close to the max-no load RPM's, so there's not a lot of potential to 'over-speed' an implement (unless the max-no load adjustment is off). A two speed PTO is another question. A fairly standard PTO speed for 3ph implements is 540 rpm, but there are implements designed for other speeds (1000 rpm is fairly uncommon). There may be some 1000 3ph implements around, and I think it's a fairly common speed for mid-PTO’s. I think some tractors have 2-speed rear PTO's that allows the tractor to use less standard 3ph implements or to run a front implement from a rear PTO with a conversion kit. Whatever the case, it is important to not run a 540 implement from a 1000 speed PTO. I think the shaft splines are supposed to be different to prevent such connections, but it's good not to depend on such things being right. ....

For 540: Low speed for the PTO, max throttle for the engine, then pick a transmission gear that works with that combination. ....
