Yanmar PTO Problems

Hello,I have an Yanmar FX24D 28HP 4WD tractor with power-shift. The tractor has a problem with the PTO. 1st and 2nd PTO gears work fine but 3rd and 4th are locked up and will cause the tractor to die when you shift into them and pop the clutch. But the biggest problem is the PTO is always spinning except when you push the clutch in, even with the PTO gear in neutral (this is kind of dangerous since you can only turn off the PTO by locking the clutch in). I checked everything I know to check, PTO shift lever is shifting properly, fluid ok, etc. Any ideas? By the way, the tractor was orginally purchased at an auction like this.Thanks in advance!
