Tire Ballast

I'm looking for some input as to tire ballast for my JD 955. The technical manual says calcium chloride and water won't damage rims if filled to at least 75%. JD dealer says put tubes in the tires and then fill. Or, if I don't do tubes, put water and antifreeze in instead (not as heavy but won't corrode rims).Anybody have suggestions or experiences that may be of help?
