We have a JD 955 with a JD 416 Rotary mower. After we shear a bolt, how do we move the collar back to access the spline to knock the remainder of the old boly out?

Jiggle it. You have to hold the blade still while you jiggle the heck out of the input shaft . Somewhat difficult and may take some force but should work. ....
