Kubota L275 pt hitch repair

the 3pt hitch will go up and down with no load on it but put an implement on it and it will not lift. You can manually lift the implement and it will stay in position. Hydraulic pump is work because it also supplies hydraulic to the front end loader and it works like it should. What do I need to look at to fix the problem with the lift?

Just purchesed a L275 with 713 hrs on it. The Tran/Hyd oil was 2-gallons low on Oil. Do you think this might have done any damage. Vic ....
