Gearbox HP question

Newbie question here. Looking to buy a 3pt brush cutter for our 40hp(pto) tractor. Looking at some models and they say 60hp gearbox. Does this mean they need 60hp minimum to run efficently or that 60 hp is the max hp you may feed into this unit?
