I have a 2000 New Holland TC35D. The 3 Pt hitch surges when tractor is running and drops when tractor is shut off. It seems to seep down a bit at full lift as well. I think the problem may be with the pressure adjustment to the hitch??
Can anyone tell me if this sounds right and if so, how and where do I adjust the settings.

It could be various things. If it cycles up and down at fairly regular intervals, a leaky poppet valve or improper 3ph linkage adjustment seems a good guess. If the surge or cycling goes away when the flow control valve is turned off then the poppet valve or adjustment is likely the problem. Replacing and adjusting a poppet valve isn't too difficult on most tractors but having a repair manual is a good idea.

A sticking system pressure relief valve can create surges but only during lifts. The valve likely is located in a manifold block on the side of the engine. A pressure gauge and manual procedure is needed for repair and adjustment. A faulty safety relief valve in the 3ph can create drops during lifts. ....
