Kubota 3500 rear PTO does not engage

When I hook implement to the rear PTO I cannot get PTO to go into gear.

If I just place PTO in gear without implement attached it the PTO spins and seems to works fine.

As soon as i put it under a load it justs grinds and will not engage.

Thanks for any ideas or tips.
