Thanks for responding. Actually, I know the balls are stuck. I had some trouble putting getting it to go on so I checked the balls and even though they were clean and not rusty they weren't being released by moving the collar. After I pushed for a while it finally went on. The collar is moving fully back and forth so it's not bound.
Since I can't get it off I know it's having the same problem with the balls not releasing. I'll try the suggestions in the responses. Thanks.
