What about trying a fuel injector cleaner first...something like Chevron "TECTRON", "BG 44K", etc. taking into account a reduced ratio into your tank because of less deisel being treated than in a truck etc. Not sure about the injector question as I have never removed them.

A majority of Police Departments have very high standards and do extensive background investigations on candidates before hiring them. You notice that I said majority not all departments. The same is true when it comes to training. Most departments have extensive training both in the Police Academy and "OJT" (On the Job Training) after graduating from the academy. Again I said "Most". It sounds like there is a good possibility that the officer lacked both proper training and or didn't meet the high standards required of an officer in today's world. If his department's administration refuses to investigate your complaint....file a complaint with the local state police and they will do an independant investigation.
