I don't know the tractor so I can't say for sure. However, it's extremely likely that the low PTO speed is 540 RPM, and that both PTO speeds are determined by engine RPM and independent of transmission gear. It's good to know for sure, but most 3ph implements are designed for 540 RPM. It's probably not necessary to be concerned about setting the engine exactly on the PTO speed RPM. It;s not exactly a precision idea, and PTO implements existed long before tractors has tachs. It's a little hard to describe what PTO speed on a diesel sounds like. Generally, engine rpm for PRO speeds are around 2400 RPM. A fast idle is 1500. PTO speed sounds like it's racing a bit, but less than full throttle. Another approach is how the implement is working. Start at fairly slow rpm's, but considerably faster than a fast idle. See how the implement works. If a finish mower leaves a ragged lawn or a rotary cutter breaks shear pins, try it a bit faster, but slower than max throttle. ....

I have a small Yanmar (135) two cylinder diesel that I just love!!!
It has a two speed PTO, which are 540 and 700. I use a rear mount 48" tiller, which works undeniably better at 700 RPM.
PTO is independant of transmission speed.
Also, I am looking for some parts/information/Ontario dealer information, any help would be appreciated.

There is a dealer locator at www.agdealer.com. I don't know how good it is, but there are no Yanmar dealers listed in Canada.
The main thing about supporting a tractor is having repair and parts manuals. With manuals, most any trained mechanic can maintain a tractor even if a lack of special tools may make some repairs awkward and time consuming. You might have some luck finding parts support from anywhere and a local dealer or independent who's willing to work on the tractor. Some mechanics with JD dealer experience may be generally familiar with the tractor due to the similarity between some JD and Yanmar models. However, a mechanic isn't going to be too happy unless they have proper specs and procedures to follow, and customers aren't going to be too happy if parts can't be ordered.
I did take a lesson quite awhile ago, and I wouldn't want to repeat it for a tractor. I had a 1952 Nash-Healey around '65 through '70. Parts manufacturers were divided among U.S., British and Italian manufacturers. Sometimes it seemed like half the world was involved in looking for parts and then I'd get approximations about six months later. I didn't need reliability from this car, but I still more or less gave it away after six years in a fit of frustration. The situation would be real crazy making with a tractor. Of course the car broke more parts than a tractor would.
