I have a Hinomoto Tiller I am unsure of the model it is a 5foot unit. What I am looking for is ... I had taken the cover off the drive chain. When doing so a small round plate (Approx. 2 inches maybe) looking part came out with two holes. I could not see or figure out where this part came from or goes. It does have a small metal like band that the "rusted bolts" or Pegs went through. I would greatly appreciate any help. As I am learning these brands are hard to find information on.

I am unsure of the model number also.

That sounds like a shim to align chains most likely was on inside cover fell off when you slide cover off as I'm assuming a shaft went threw cover where chains are? ....
