Steiner 450 eating belts

My Steiner 450 is eating belts. I replaced my Maine belt this past winter, it was freezing cold and sucked. Now my PTO pulley is hitting frame, suggest I replace belt or spring so I am replacing both. When I took PTO belt off I noticed my main belt is missing about 15 to 20% of the teeth so I need to replace that AGAIN !
Is Kevlar the answer or are there other issues?
Also, what is the trick to put tension spring on ? I had an incredibly tough time putting that back on the last time. I think I am likely not seeing a trick that the pro’s use.

It could be that the spindles are binding or just worn out. And yes it is a pain to remove and replace the belts.
Probably help if the belt is left out in the hot sun to warm up. ....
