Timing a B 7200

I bought a b7200 from a local dealer. It was to have had new filters and injecter pump. I blows black smoke when you start it and when rev it up. After it runs for a while if it dies it will not start till it sets for 20 min. It is not getting hot.

I checked the fuel filter today it looked 5 years old not new. I changed and it seemed to smoke more under the same cond.

I checked the injector pump timing and it looks like it is timed a TDC. not F/1 I checked all three cyl. They would overflow at the top of the pump at TDC.

I do not see any shims under the pump. It seems to me you would have to lower the pump to get it timed a F/1.
can someone help?

PS the salesman and mech. who told me what had been done have both left.
