Daedong ZL2202 starts but races a max throttle

I have a Daedong ZL2202 tractor with the Kioti 3 cylinder diesel. When engine starts, it goes to wide open. Have immediately shut down using fuel shutdown cable.
I have checked to make sure all springs are in place or not broken. Lost on what to do next. Not been able to find anyone to work on it or find any real information.
